The Managing Director of Exams helps oversee the development and execution of NFA's regulatory compliance programs for swap dealers and major swap participants. The OTC Derivatives department performs compliance supervision functions (i.e. exams, investigations, continuous monitoring and risk management analysis) in relation to Swaps Members.
•Develop and implement the department's exam and enforcement strategic goals.
•Identify and propose solutions to development opportunities facing NFA's Swaps Member compliance program, including its policies and procedures.
•Actively participate in the review of department and organizational functions and promote organizational initiatives with the involvement of staff.
•Oversee the execution of Swaps Member compliance oversight activities so that the program meets its commitment to NFA senior management and other stakeholders, including the NFA's Board of Directors and the Commodity Futures Trading Commission.
•Manage and coach exam and investigation Directors, including the completion of all performance management functions, effectively coaching subordinates, providing them with meaningful feedback in evaluations, and guiding them in their career development, etc.
•Actively guide Managers and Directors in recognizing and rewarding significant contributions made to support NFA's mission and the development of staff and their expertise.
•Act as the point of escalation for emergency or unresolved policy matters arising out of examinations, reviews or investigations of Swaps Members.
•Support the Vice President of OTC Derivatives in building a structure to enable NFA to carry out its compliance oversight activities for Swaps Members and monitor and ensure the quality, timeliness and effectiveness of NFA's compliance programs for Swaps Members.
•Keep the Vice President of OTC Derivatives apprised of the status of key examination or investigation matters, as well as the overall progress of key timelines.
•Promote initiatives and develop innovations that enhance productivity and efficiency.
•Represent and promote NFA's organizational initiatives, including educational initiatives, by interacting with NFA Members, industry representatives and other outside organizations, (e.g., by speaking at industry or other outside events, etc.).
•Meet periodically with Members to promote NFA's brand, discuss current industry and NFA initiatives and obtain information regarding industry concern, using feedback to develop new initiatives or make changes to current processes.
•Collaborate with and coordinate with other departments to ensure compliance-related work processes are effective and efficient.
•Act as liaison for NFA with other regulatory bodies and work to coordinate and monitor requests made by such bodies to ensure that NFA responds appropriately.
•Assist the Vice President of OTC Derivatives and other NFA senior staff with special projects and other matters as needed.
• At least 10 years' experience in a regulatory or compliance function, particularly involving OTC derivatives
•Demonstrated abilities in leading a large group of individuals in achieving stated objectives, preferably in a regulatory or compliance function
•Experience in leading strategic initiatives in a consensus driven context
•An understanding of complex and sophisticated market issues
•Bachelor's Degree required
•Advanced degree preferable in accounting, finance or related field
•Strong analytical and problem solving skills
•Strategic, innovative and creative thinking
•Ability to apply a common sense approach in a rule driven environment
•Strong oral and written communication skills
•Strong networking and relationship building skills
