Our client, one of the Middle East & Africa’s largest financial institutions based in Qatar, are looking for a Head of International Operational Risk to lead the Group Risk entity of the bank providing oversight, guidance and challenge across all international branches. The successful candidate will have extensive experience working in a major international bank within the operational risk area, be fluent in English and have experience working in an international setting.


  • Lead the development, implementation and execution of Operational Risk frameworks including policies, procedures and standards to improve the entire group’s management of Operational Risk
  • Assist AGM in developing operational risk strategy
  • Build and maintain a solid relationship with all senior management within both Business and Support departments, as well as all relevant risk heads in bank’s international branches and subsidiaries
  • Manage team of Operational Risk Heads of the bank’s small to medium size subsidiaries internationally, as well as an Operational Risk team locally
  • Ensure pro-active participation and support of international branches in the preparation of policies, procedures and guidelines
  • Facilitate the running of Operational Risk Committee ensuring delivery which addresses key areas of risk and ensuring good levels of debates from members internationally across the group
  • Provide input to the department’s annual budgeting process
  • Increase effectiveness of managements oversight by analysing and reporting operational risk data
  • Ensure frameworks and guidelines are delivered to concerned staff within various international branches to ensure best interested of the bank are protected, risks are mitigated, operational efficiency is enhanced and financial losses are avoided



  • Bachelor’s degree preferably in finance, economics or related subject, Master’s degree preferred
  • 10+ years experience working within a major international bank, of which at least 5 years in the development and execution of Operational Risk Frameworks
  • First-hand experience across 1st, 2nd and 3rd line
  • Deep knowledge of regulatory, political, reputational and environmental risk issues that would impact a complex financial services entity, and knowledge of the Basel II Accord in relation to operational-related issues
  • Excellent understanding of quantitative modelling, analytical and research skills
  • Experience working with large and complex data sets
  • Strong proficiency in risk concepts, banking products/operations/systems, and regulatory requirements
  • Must be self-motivated and have a keen eye for detail
  • Excellent English communication skills, Arabic would be an advantage but not essential
  • Relevant certifications such as CCSA are an advantage
