Role and Responsibilities

  • Lead the department/program by managing the implementation of key Healthcare Technology projects
  • Emphasise, develop and maintain sound project management skills amongst Senior Managers / Managers to achieve Program / project objectives.
  • Empower Teams to acquire sound understanding of business requirements and have adequate capabilities to review and critique vendors’ design and solutioning efforts.
  • Endorse the formulation of application implementation strategies.
  • Ensure that Program projects adhere to established program / project governance principles and conform to approved technology standards.
  • Manage overall vendor relationships. Resolve high impact conflicts and negotiations.
  • Ensure that Department achieve targeted resource and budget utilisation.
  • Establish Program performance tracking so that Department Heads / Teams achieve Program / Department project delivery objectives.
  • Encourage solid user management, quality improvement and change management projects to ensure high user satisfaction.
  • Review and endorse staff recruitment
  • Oversee the establishment of frameworks / training programs to supervise, coach and mentor staff so that staff performance and team capabilities are enhanced and strengthened.
  • Manage and develop staff competencies to ensure a high performing team that can facilitate care transformation and innovation through information technology.
  • Ensure there is sufficient engagement and communication with key stakeholders like users’ management, CXOs, other Heads of Departments (eg Clinical Heads) and external agencies (eg: MOH, MOHH).
  • Manage the departments’ budget to ensure full cost recovery.
  • Manage the program’s capital and operating budgets to ensure compliance to project utilisation.

 

Requirements / Qualifications

 

  • At least 18 years of relevant IT project experiences with 10 years in a management role and experiences with implementations/maintaining of at least 8-10 project cycles.
  • Excellent skills to manage multiple stakeholders including users, senior management including the C-levels, IT teams, project teams, and vendors.
  • Experience with business process modelling, industry methods for process improvement, organizational design, or performance optimization in healthcare or government related business is an added advantage.
  • Successful track record of working collaboratively with teams.  Strong people management skills, with proven ability to build teams.
  • Outstanding written and oral communications skills.
