In order to improve the capital management capability of the Group and to meet the requirements of Basel II/III, the incumbent will manage the detailed analysis and reporting of internal risk capital measures including monitoring and oversight of aggregated capital demand against predefined risk sensitive limits and in support of internal capital management activities of the Group.

Job Summary:

In order to improve the capital management capability of the Group and to meet the requirements of Basel II/III, the incumbent will manage the detailed analysis and reporting of internal risk capital measures including monitoring and oversight of aggregated capital demand against predefined risk sensitive limits and in support of internal capital management activities of the Group.

Responsibilities will include generating management reports and to provide insights to the ongoing capital management objectives. The major responsibility will be to ensure that the capital consumed is monitored against available capital resources and in compliance with Regulatory requirements at all times.

You work closely with the Group Risk Management, Group Treasury and Group Financial Control Division and relevant departments like IT and Business etc. to ensure the smooth end-to-end implementations of other risk projects and tasks.

Duties & Responsibilities: 

  • Assist in the setting and documentation of the Group Capital Management strategy that will include:
    • Targeted credit ratings
    • Strategic use of capital
    • Risk Appetite Management
    • Targeted returns linking into targeted pricing, incentivisation
  • RAROC measurement and development of target hurdles
  • Custodian of ICAAP to ensure ongoing development/refinements to the capital management process, documentation and roll-out.
  • Liaison with Regulator with any ICAAP related queries, responsible area for coordinating SREP process and preparation of annual ICAAP submission
  • Development of the QNB economic capital philosophy as well as implementation of credit portfolio management philosophy
  • Review and challenge methodologies used in the measurement of internal risk capital (incl. data and business rules, assumptions) – assist and support with model validation
  • Update the capital plan as part of the strategy planning process and in consistent with updated financial planning process
  • Develop approaches to internal capital allocation
  • Facilitate the cascade of the capital planning process to other international host jurisdictions
  • Preparation of stress testing for the Group, preparation in defining of relevant scenarios      
  • Liaise with Treasury and FCD for business support.
  • Conclude UAT for related Risk Management systems.
  • Arrange and support development and implementation of policies, procedures and systems by Risk Management.
  • Provide analytical and system support for capital management activities.
  • Build and maintain strong and effective relationship with all other related departments and units to achieve the Group’s goals/ objectives.
  • Responsible for input into the capital management business specification requirements and interact closely with quantitative resources in the initial development of any required IT platforms and subsequent refinement of any such platforms 
  • Work closely with quantitative resources in the development of tools/models to support any business requirements
  • Coordinate with other department requirements like Treasury and Financial Control.
  • Cross benefit of the outcomes to the various users in all risk areas and other business units.
  • Developing and enhancing the capital management reporting pack
  • Possess strong Risk management analytical skill sets and experience in risk analysis, risk policies development, implementation of procedures for effective business and risk management.
  • Possess superior knowledge of all risk management areas best practices such as Basel II/ III and FSA requirements.

Education and Experience Requirements:

  • Gradation degree preferably in Mathematics, Statistics and Finance related subjects. A Masters Degree or professional qualification like FRM/ CFA will be more preferable.
  • At least 9 years’ experience in the field of Treasury & Financial Risk Management, including Economic Capital methodologies, capital allocation strategies.
  • Experience in of MIS system implementation firms.
  • Strong knowledge of risk modelling such as Value at Risk and stress testing etc.
  • Knowledge of different risk management systems will be considered a plus.
  • Excellent technical understanding of all Basel II requirements in respect of capital management Pillar 2, strategic capital concepts
  • Demonstrable ability to balance theoretical view with business view as well as be able to analyse output from the tools/models to make appropriate business decisions.     
  • Prior experience of designing and implementing risk management processes.
  • Knowledge of Basel and FSA requirements.
  • Ability to work independently on multiple tasks and/or projects with the use of various IT tools and technologies.
  • Excellent oral and written communication skills in English.
  • Proficiency in risk concepts, banking products/ operations/ systems, pertinent regulatory requirements, International Accounting Standards and related pronouncements, including related best practices.
